Assistant Division Manager

We are hiring two Assistant Division Managers to join our Saint Paul Regional Water Services (SPRWS) team. Candidates hired now will be involved in a number of exciting new initiatives to provide substantial upgrades to infrastructure critical to the supply and treatment of drinking water, including the construction and startup of a brand new water treatment facility. SPRWS is seeking two expert level professionals to play important roles in moving these initiatives forward. The two Assistant Division Manager roles include the Business Division Assistant Manager involved in financial operations and Production Division Assistant Manager involved in planning and implementing the production operations.
Serves as the finance manager and performs expert-level professional and managerial work in planning, directing, implementing, and evaluating the financial operations of SPRWS. Develops strategic financial plans and conducts rate evaluations to ensure strong financial health of the utility to minimize debt burden and maintain bond rating at current or improved levels. Lead the development of the annual budget including funding for the estimated $250 million plant project and provide oversite of grant funded projects including American Rescue Plan and Public Facilities Authority funding for the Lead Free SPRWS Program.
Performs expert-level professional and managerial work in planning, directing, implementing, and evaluating production operations of SPRWS. Direct project management of the $250 million McCarrons Water Treatment Plant Project. Critical role in the development and implementation of the Enterprise Asset Management System. Helps ensure compliance with federal, state and local laws, rules, regulations, and standards applicable to water supply and treatment.
