The Texas Education Agency (TEA) is seeking a qualified Business Analyst Supervisor to lead a team in driving high-impact IT solutions that support the agency’s core mission: improving educational outcomes for over 5 million public-school students in Texas.

This supervisory role sits within the Office of Information Technology, under the Data Standards, Data Quality & Business Analysis division. The Business Analyst Supervisor oversees and contributes to the elicitation, documentation, and delivery of business and system requirements for critical software initiatives across the agency. With responsibility for supervising two full-time employees and three contractors, this role is ideal for a strategic thinker who can manage technical business processes while mentoring a team of analysts.

Key Responsibilities:

  • Team Oversight & Mentoring: Supervise, guide, and support a team of business analysts in assessing and documenting user requirements. Review deliverables to ensure alignment with project goals.

  • Requirements Elicitation & Documentation: Use a variety of techniques such as JAD sessions, interviews, surveys, and workshops to capture and analyze user requirements. Translate findings into clear, concise business and functional documentation.

  • Process Analysis: Evaluate current business processes and recommend improvements to optimize software system functionality and user experience.

  • Project Leadership: Lead or participate in all phases of the software development lifecycle. Track requirements, support User Acceptance Testing (UAT), and maintain traceability across project artifacts.

  • Stakeholder Communication: Collaborate closely with internal teams, program area leaders, and technical developers to ensure project alignment and customer satisfaction.


Minimum Qualifications:

  • Bachelor’s degree from an accredited four-year institution (substitution of education with experience allowed on a year-for-year basis).

  • Minimum 5 years of experience gathering and developing business/system requirements, including work on large-scale, complex projects.

  • At least 1 year in a supervisory or lead analyst role.


Preferred & Additional Qualifications:

  • Deep knowledge of software development lifecycle (SDLC) and Agile methodologies.

  • Proficiency in requirements engineering, traceability, and change control.

  • Experience managing business analysis activities across multiple concurrent IT projects.

  • Strong analytical, facilitation, organizational, and conflict-resolution skills.

  • Excellent verbal and written communication skills tailored to both technical and non-technical audiences.

  • Proven ability to work in fast-paced, evolving environments while maintaining attention to detail and quality.
