Palladium seeks a Manager, Business Development to support proposal capture and development within the Integrated Health Services and Systems portfolio. Responsibilities require knowledge and experience in proposal development in health, best practices, donor priorities, and initiatives. The Manager will focus on the provision of a full range of support to the Integrated Health Services and Systems Portfolio’s business development efforts, working closely with the portfolio Senior Manager. That support could include but may not be limited to pursuit, capture, or proposal planning, pre-proposal research and writing, proposal writing and capture managing, managing the internal team and partner inputs for bid efforts, overseeing broader bid preparation and production aspects, or other duties as assigned.

Business Development Management & Coordination

  • Contribute to proactive and responsive business development support for the Integrated Health Services and Systems portfolio
  • Undertake research and generate inputs for the Integrated Health Services and Systems portfolio pipeline
  • Work closely with the team to successfully manage proposal efforts and resources
  • Develop skills as a Capture Manager, with mentoring, to be able to lead capture and live proposal development across technical and cost volumes
  • Support and contribute to business intelligence research to help position company/guide strategic planning; research and analysis of funding trends among key donors and clients
  • Develop and maintain comprehensive understanding of the portfolio program goals and objectives, and awareness of the work of technical portfolios across the company
  • Support the crafting and execution of opportunity pursuit strategy and proposal approach
  • Support cost proposal development
  • Represent the company at external events and relevant industry gatherings


Business Development Writing and Editing

  • Conceptualization, management, and participation in capture trips that lead to quality opportunity pursuit
  • Draft expressions of interest, corporate capability statements, personnel and management sections, past performance references, biographical sketches, and other proposal components
  • Ensure coherence between resume content, format and personnel requirements
  • Take responsibility as the main writer for proposals and drafting proposal sections
  • Coordinate and manage information gathering, section drafting, and related tasks when undertaken by additional staff or third parties
  • Review and edit submissions from third parties to meet content and quality standards

Proposal Quality and Compliance

  • Lead and participate in proposal compliance reviews this includes but is not limited to color team reviews, the use of proposal tools and proposal re-writes
  • When required participate in staff development in the area of proposal compliance

Proposal Human Management and Recruitment

  • When required oversee proposal recruitment and liaising with HR and Talent Acquisition teams
  • Supervise junior staff as assigned
  • Support new employee onboarding and training as assigned
  • Grant regular feedback on supervisee’s work products, providing and/or recommending additional training and support where necessary

Key Competencies Required:

  • Comfortable working on teams and thrives in a cooperative working environment
  • Demonstrated experience with the business development process from early capture to proposal submission
  • Prior experience coordinating proposal development for USAID opportunities with a successful track record. Work with other donors a plus
  • Experience conducting market and pipeline analysis
  • Knowledge of trends in health, capacity building, youth, and gender, donor initiatives and programs
  • Excellent written and verbal communication skills
  • Sound problem solving and decision-making skills
  • Career reflects increasing management responsibilities and increasing Emotional Intelligence (EQ)
  • Comfortable working as a self-starter with minimal supervision
  • Ability to multi-task, specifically a demonstrate ability to manage more than one pursuit simultaneously
  • Ability to produce quality work products under tight time constraints
  • Fluency in English
  • Ability to travel and work in developing countries for extended periods of time
