Federal Business Development Lead

J P Systems provides professional services for large Federal Healthcare IT projects. Be part of a team influencing the future of clinical data management by helping us to analyze and improve workflows across the Federal Government. Please note- this is a specialized marketing position for Federal procurement. The duties do not include digital marketing, commercial sales or social media.
We are looking for a Business Development team lead to research the upcoming opportunities, manage teaming partners, and lead the weekly marketing meeting.

Responsibilities of the Business Development Lead:

Lead the marketing team influencing the future of global healthcare by helping us to market our services to Federal Healthcare agencies. With our excellent past performance, we are expanding to new Federal agencies. Our core areas are Health Informatics, Enterprise Architecture, clinical data quality improvement, HL7 data standards consulting, clinical data management, and clinical terminologies.
Collaborate to develop and implement a marketing plan that will increase both revenues and profit.
Create and nurture new client and business partner relationships.
Support the proposal process and client presentations.
Uphold the mission and values established by J P Systems.

Project Requirements:

Demonstrated proficiency in market research for Federal opportunities (current opportunities & agency procurement forecasts). Experience and contacts within NIH, CDC, FDA and DoD DHA are beneficial.
Business partner research, selection and and engagement for teaming opportunities. Will interface with Contracts Dept. to initiate the development of Nondisclosure Agreements (NDAs) for new partners.
Develops marketing strategies for Federal government opportunities for JPSys, a certified Woman Owned Small Business (WOSB). Investigates new potential markets and service lines.
Monitors government market opportunities to identify how to expand into new market segments.
Will engage with key Federal client influencers, decision makers and approvers.
Has primary responsibility for business development activities and identifies key business development contacts. Updates JPSys contact management system.
Assists Marketing Dept. in the formulation of capability briefings, marketing literature and promotional activities.
Maintains the Federal pipeline and other business opportunities with federal government/military and private sector health executives.
Identifies and pursues new business opportunities. Deep proposal experience is required with a winning record. Will work closely with our Proposal Director.
Manages teaming partner strategy and selection. Performs competitive assessments and gap analyses to determine, recommend, and negotiate teaming arrangements for J P Systems, Inc., as the prime contractor or as a subcontractor.
Engages with targeted government agency representatives and customers in addition to potential teaming partners within the competitive landscape.
Establishes and maintains ongoing partner relationships with all parties to anticipate and resolve potential problems.
Leads and facilitates bid/no-bid decision management. Works with Proposal Manager to launch, guide and track proposals.
Directs and provides regular updates of the capture activities; coordinates with Proposal Manager and participates in proposal reviews or development as required.
Provides inputs, updates, and oversight of business pipeline and ensures up to date status of the data. Provides suggestions for improvement of the business pipeline management tool. Communicates improvements to pipeline Portal Administrator.
Facilitate and prepare agenda for weekly marketing Dept. meeting.
Monitor and respond to the emails for Sales@JPSys.com
Provides deliverables that will include, but are not limited to the following, for review and approval:
Monthly Business Development Status Report- provides client organization and their program mission updates, teaming partner name, title, dates, location, and meeting notes that detail items discussed and action items to be added to weekly marketing meeting agenda.
Annual Strategic Growth Plan- in consultation with executive leadership, develops a market approach and ‘call plan’ for each targeted agency in the Federal Health IT market.
Capture Management Plan- develops opportunity specific capture management plan that include client engagement, teaming partner selection (when required), employing tactics that increase the probability to win and participate in proposal color team reviews.
Conducts competitive analysis and gap assessment that have been approved by the J P Systems, Inc. Executive Leadership Team.
Promptly advises J P Systems of any possible Conflicts of Interest with other past or existing contracts for possible OCI issues.
Some travel may be required in the U.S.

Note: This is not a management position but a single point of influence for an energized and actively engaged Marketing Department. This is a bonus eligible position.
Skills and Qualifications:

Mature business acumen for speaking with prospective clients and clients.
Problem solving/analysis skills for business development.
Ability to provide input on Marketing department budget.
Client focused with proven results (please provide history of awards)
Friendly, people focused, personable and highly verbal.
Self-motivated with highly developed time management and organizational skills
Track record of winning proposals.
Occasional travel to and within Washington, DC area (est. 4 trips a year).
Established relationships with Federal agency program offices would be very beneficial.
