Duties
At the Architect of the Capitol, we are passionate about our mission to serve Congress and the Supreme Court, preserve the nation’s iconic treasures on Capitol Hill and inspire memorable visiting experiences. We seek an experienced executive leader with a strategic focus to serve as our Chief Administrative Officer (CAO). As an integral member of AOC’s C-Suite team, the CAO is a customer focused, results-oriented and innovative individual with responsibility for administering and presiding over strategic, tactical and administrative services that support AOC’s mission and vision.

This senior level role provides key organizational oversight, leadership and management of administrative support organizations and functions, including information technology, human capital management, acquisition and material management, curator services of historical assets, records management and other general administrative functions.

As a strategic business leader, the CAO consults with other executive leaders to ensure that organizational needs are addressed and that the CAO’s strategic plans are aligned with those of the agency. Oversees the successful development and implementation of administrative and organizational programs, projects and initiatives; achieves budget goals and scheduled completion dates; and improves risk management. Identifies opportunities for improved efficiency and effectiveness, and directs the implementation of changes. Ensures systems data integrity and reporting. The Chief Administrative Officer:

Oversees significant functional areas to ensure the highest level of services at the AOC. Functional areas include the AOC University, Curator Division, Human Capital Management Division, Information Technology Division, Office Services Division, Policy and Special Programs Division, and Supplies, Services & Material Management Division.

Ensures program integrity by ensuring project data and consistency in reports; achieving program goals and scheduled completion dates; and improving risk management.

Leads by example; looks for innovative opportunities; ensures commitment to customer expectations; establishes consistent standards, expectations, and policies; and demonstrates genuine concern for and interest in the professional development of AOC employees.

Is an innovative and strategic planner who applies business acumen and communicates effectively, both orally and in writing.

Oversees the development, implementation, operation and maintenance of database platforms and enterprise-wide Business Intelligence analytics tools, websites, portals and repositories in coordination and cooperation with agency enterprise technical and functional partners.
Uses data analysis to influence changes to agency operations, processes and programs. Drives integration of enterprise business processes and systems, and develops and harnesses solutions utilizing latest technologies.

Fosters a culture of learning, sharing, cooperation and teamwork that improves efficiency and effectiveness throughout the agency.

Participates in agency planning and budgeting process, and assesses performance improvement initiatives.
Ensures that the execution of the organization's human resources, information technology, policy and administrative support are in alignment with the AOC’s vision, and program and business plans.
Architect of the Capitol (AOC) executives serve at the pleasure of the Architect.

To be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below:

A citizen of the United States;
A person who is lawfully admitted for permanent residence and is seeking citizenship as outlined in 8 U.S.C. 1324b(a)(3)(B);
A person who is admitted as a refugee under 8 U.S.C. 1157 or is granted asylum under 8 U.S.C. 1158 and has filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible;
A person who owes allegiance to the United States (nationals of American Samoa, Swains Island, and the Northern Mariana Islands, and nationals who meet other requirements described in 8 U.S.C. 1408); or A person who is currently an officer or employee of the Government of the United States.
Qualifications
Application Method:

Applicants must clearly show possession and demonstrated leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent for each Executive Core Qualification (ECQ) and Professional Technical Qualification (PTQ). Failure to address and meet any of the ECQs and PTQs via the vacancy questionnaire, will eliminate you from further consideration.
