Construction Administration Unit Manager

 

Description:

The State of Missouri is seeking an experienced and highly skilled Construction Administration Unit Manager to lead its Construction Administration Unit (CAU) within the Division of Facilities Management, Design, and Construction (OA-FMDC). This role involves managing a team responsible for the administration of complex, large-scale construction, remodeling, and maintenance projects across the state for various state agencies. The position offers the opportunity to contribute to building a stronger future by ensuring high-quality project delivery and providing exceptional leadership.

Key Responsibilities

  • Lead, mentor, and manage a team of 15, including one supervisor, 13 full-time, and one part-time staff member.

  • Oversee multi-year and multi-faceted construction projects using various delivery methods such as design-bid-build, design-build, and CMAR.

  • Provide strategic oversight including hiring recommendations, training, work assignments, performance evaluation, and coaching of team members.

  • Ensure compliance with building codes, environmental regulations, safety standards, and project management protocols.

  • Review and approve critical project documents such as cost estimates, payment applications, contract changes, warranties, test reports, and close-out documents.

  • Conduct regular job site visits, consult with key stakeholders, and facilitate project progress meetings.

  • Promote a culture of safety, ensuring compliance with OA-FMDC and OSHA standards.

  • Report directly to the Deputy Director of Design and Construction and coordinate with state agencies, contractors, architects, and engineers.

Required Skills and Qualifications

  • Bachelor’s degree or five (5) or more years of experience in construction project administration.

  • Strong leadership and team management skills with the ability to mentor, coach, and develop staff.

  • Proficiency in Microsoft Office (Excel, Word, Outlook, PowerPoint); working knowledge of Adobe, Bluebeam, and project management software (e.g., E-Builder).

  • Strong knowledge of building codes, environmental and safety regulations, and project documentation.

  • Valid Missouri driver’s license (or from an adjacent state if residing outside Missouri).

  • OSHA 10 and/or 30 certification preferred (can be provided if needed).

  • Excellent organizational, planning, communication, and problem-solving skills.

Physical and Other Requirements

  • Ability to work in physically demanding conditions including prolonged walking/standing/sitting, lifting up to 50 pounds, climbing ladders, and working in inclement weather.

  • Must pass a background check and be authorized to work in the United States.

  • Position classified as “Category 0” under FLSA (overtime generally not provided).
