Contract Acquisition Support Specialist

 

Description:

Koniag Government Services, a subsidiary of Koniag Management Solutions, is seeking a Contract Acquisition Support Specialist with a current TS/SCI security clearance to support the Department of Defense CIO Resources and Analysis office located at the Pentagon in Arlington, VA. This role involves supporting program management and acquisitions across multiple DoD programs and assisting with the execution of government missions.

As a Contract Acquisition Support Specialist, your core responsibilities will involve assisting in program portfolio analysis, drafting information papers, leadership briefs, and acquisition documentation. You will support procurement efforts of services, software, and equipment, and contribute to process improvements within DoD acquisition procedures.


Essential Functions and Responsibilities:

  • Assist program management and acquisition efforts for DoD CIO and DCIO across multiple programs.

  • Conduct program portfolio analyses and draft detailed information papers on cost, schedule, and performance.

  • Prepare leadership briefings covering program execution status, goals, financial planning, and risk assessments.

  • Support procurement activities including services, software, and equipment.

  • Develop acquisition documentation such as Performance Work Statements (PWS), Statements of Work (SOW), Statements of Objectives (SOO), Independent Government Cost Estimates (IGCEs), DoD Contract Security Classification Specifications (DD Form 254), and market research.

  • Identify and recommend process improvements within program management and acquisition procedures.

  • Draft policies and procedures to support contract procurement and implementation changes.

  • Apply Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements to ensure contract legality.

  • Maintain electronic filing systems and contract documentation.

  • Utilize procurement systems such as PIEE, WAWF, EDA, and AMI for contract tracking and documentation.

  • Provide a wide range of acquisition and procurement support services to the CIO Office.

  • Coordinate strategic acquisition planning and facilitate stakeholder meetings.

  • Draft government unfunded requirements (UFR) documentation.

  • Provide training and guidance to improve acquisition workforce knowledge and proficiency.

  • Coordinate procurement policies with interagency partners and contracting agencies.

  • Maintain current knowledge of acquisition and procurement vehicles.

  • Assess programmatic risks and develop mitigation strategies.


Required Qualifications:

  • Full understanding of acquisition, requirements, and contract package management including document authoring from concept through award.

  • Experience implementing policies and standards effectively.

  • Experience working across multiple DoD organizations.

  • Strong collaboration, communication skills, and ability to build trusted relationships.

  • Ability to link business/customer requirements to tailored solutions.

  • Self-starter with autonomy in task management.

  • Must be a U.S. citizen with a current DoD Top Secret clearance.


Additional Qualifications:

  • Intermediate competency with Microsoft Office Suite (Word, Excel, PowerPoint, Teams).

  • Program management certification (PMP, DAU, etc.) preferred.

  • Intermediate data analytics skills.

  • Ability to work on-site in Arlington, VA.
