Description:

The person serving in this position will be the educational and administrative leader of Financial Services. The Director works collaboratively to lead and nurture Financial Services staff and to communicate effectively with members of the community, colleagues in the non-public schools and district departments. Inherent in the position are the responsibilities for planning, program evaluation, personnel management, professional learning, and evaluation.

Plan, organize, direct, monitor and evaluate the district’s financial services, including budgeting, accounting, and cash management.
Facilitate the district’s budget process, including developing budget strategies, obtaining input from stakeholders, analyzing budget requests, and preparing budget documents. Develop a schedule of activities. Coordinate work of financial services staff. Conduct internal meetings related to the budget. Develop detailed budget work papers.
Forecast budget revenues and expenditures and recommend budget Prepare budget projections, revisions, and adjustments in accordance with changes in program cost allocations, projections, and established procedures. Prepare a 3-5-year budget projection for the General Fund. Assist in the development of long-range budget planning.
Provide information and budgeting assistance to other district staff, including historical data, training as needed, reports of financial performance against budget.
Develop and maintain staffing budget information, tracking number of positions as well as dollars.
Provide budget reports, budget assumptions and related data to the Chief Financial Officer. Explain changes from previous budgets. Coordinate the monitoring and analyzing of all budgets to ensure that expenditures do not exceed authorized levels. Document changes to budgets (transfers, increases, reductions).
Provide leadership for the district’s accounting and financial reporting activities. Coordinate accounting for all the district’s funds in conjunction with financial services staff. Ensure that financial records are accurate, and transactions are properly documented.
Coordinate the completion of monthly financial Review and analyze monthly financial information and reports. Prepare and analyze reports to explain significant variances in anticipated balances.
Oversee the development of salary schedules for cost analysis and Assist in cost analysis for contract changes and negotiation projections.
Communicate financial information to senior Assist in understanding financial implications of options, situations and decisions. Prepare detailed cost/benefit analysis for district programs, including new initiatives and programs.
Act as liaison to various control officers, providing financial information and Coordinate a comprehensive financial training program for control officers. Provide information and training to control officers. Assist control officers and program directors in the preparation of budget, expenditures and fund transfers.
Promote fiscal responsibility within the district’s
Evaluate internal controls and systems/procedures to ensure the effective and appropriate utilization of district resources in administering the financial management system. Test the operation of the design of existing financial controls and recommend modifications as needed. Create an internal audit plan.
Prepare the annual financial statements. Coordinate the annual audit with the external auditors. Review year end work completed by financial services staff. Prepare and analyze year end work papers, reconciliations, adjustments and other year-end activities
Coordinate the development and preparation of various internal and external reports, including financial reports for the State of Michigan (Michigan Department of Education and Center for Educational Performance and Information) and grantor agencies.
Provide leadership and support to Accounts Receivable, Accounts Payable, and Financial Services Specialists and Coordinators.
Maintain and cultivate a master inventory of our business procedures, practices and processes.
Oversee the coordination of the implementation and on-going maintenance of the district system software in the financial area.
Oversee the district’s banking and investment needs. Review of the cash flow projection to anticipate borrowing needs and available funds for investments. Ensure sufficient funds are available to cover operations, debt repayment and capital investments needs. Maintain an efficient system of procedures that adequately control and protect district funds.
Represent the district on various state and local committees.
Other duties as assigned.

QUALIFICATIONS

Education and Experience:
Bachelor’s degree required.
Certification as a Chief Financial Officer under the Michigan School Business Officials Certification Program, or not later than 6 months after employment begins enrolling in a program leading to certification as a chief financial officer. Completion of the program must occur within 4 years of hire.
