Reporting to the Chief Administrative Officer (CAO), the Director of Human Resources provides overall strategic human resources leadership for the agency, including providing information and guidance to managers, supervisors, and employees in accordance with the AHEC Strategic Plan. They will oversee the development, implementation and maintenance of human resource policies, programs and services, including recruitment, selection, retention, legal compliance, employee benefits, employee relations, performance management, training and service awards. The Director of Human Resources oversees the development, implementation and maintenance of human resources policies, programs and services, including recruitment, selection, retention, legal compliance, employee benefits, employee relations, performance management, training, and service awards. The position will provide oversight of the systems associated with the operations of the Human Resources department, ensuring the integrity of operation and required integrations.

 

This position is non-classified.
Non-classified employees are those employees not within the state personnel system and are overseen by their respective state agencies or institutions of higher education.
These employees are not subject to the rules established by the State Personnel Director or State Personnel Board; instead, each agency or institution is responsible for establishing policies related to the terms and conditions of non-classified employment.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum & Preferred Qualifications:
AHEC seeks a results-oriented, experienced and highly mission-driven leader for this role. Other qualities sought include:

  • A Bachelor's degree in Personnel Administration, Business Administration, or closely related field of study.
  • Five or more years of progressively responsible Human Resources experience that includes interpreting rules, determining salaries in accordance with compensations plans, coordinating selection and classification activities, and advising supervisors and managers on corrective and disciplinary issues.
  • A minimum of three years supervising other HR professionals.
  • Additional professional HR experience may be substituted for the required education on a year-for-year basis. There are no substitutes for the specific required experience.
  • Prior HR experience with a state of Colorado entity or Institution of Higher Education is preferred
  • An advanced degree in Personnel Management is preferred.
