Finance Controls & Compliance Specialist

Russell Tobin is seeking an experienced and detail-oriented Finance Controls & Compliance Specialist with deep expertise in Oracle ERP systems for a long-term remote opportunity. The selected candidate will be responsible for leading the development, design, and documentation of Risk and Control Matrices (RCMs) with a primary focus on control design and implementation. Unlike review-based roles, this position emphasizes proactive involvement in shaping effective internal control structures and ensuring compliance with organizational and regulatory standards.

Key Responsibilities:

• Lead the end-to-end development and thorough documentation of Risk and Control Matrices (RCMs), ensuring controls are appropriately designed and not just reviewed.

• Design and develop detailed test scripts for both functional and IT Application Controls (ITAC), facilitating accurate and efficient testing processes.

• Provide hands-on support for integration testing and validation, ensuring that all controls are effectively implemented and operational within the Oracle ERP ecosystem.

• Collaborate with functional and technical teams to ensure seamless integration and compliance with financial governance frameworks.

Required Experience & Skills:

• Proven, hands-on experience in developing RCMs and documenting internal controls from scratch.

• Deep and practical knowledge of Oracle Cloud ERP and EPM Suite, including a solid grasp of key functionalities and system behavior.

• Strong understanding of core accounting and business process cycles, such as:

  • Record to Report (R2R): Includes General Ledger processes and the EPM Suite.

  • Source to Pay (S2P): Covers supplier management through to payment processing.

  • Plan to Perform (P2P): Involves EPM, EPBCS (Enterprise Planning and Budgeting Cloud Service), and EPCM (Enterprise Performance Costing Module).

  • Project to Report (P2R): Encompasses Project Accounting.

  • Order to Cash (O2C): Full cycle from customer orders to cash realization.

  • Acquire to Retire (A2R): Management of fixed assets and lease accounting.

  • Inventory Management: Involves overseeing and controlling inventory flows.

  • Indirect Tax: Understanding of tax compliance in an ERP environment.

Preferred Qualifications:

• CPA certification or an equivalent professional accounting designation, which is highly regarded and will strengthen candidacy.
