Human Resources Manager

 

Description:

The City of Colorado Springs is seeking a strategic Human Resources Manager to lead the Compensation and Benefits Division within the City's Human Resources Department. This division is nationally recognized and focuses on designing and managing high-impact total rewards programs that support the wellbeing and success of City employees, retirees, and their families.

Key responsibilities include strategic leadership over compensation, benefits, leave administration, wellness, and compliance with federal and state laws. The role involves overseeing a self-funded medical and dental plan, wellness initiatives, leave management, and collaborating closely with HR leadership and City stakeholders to maintain competitive, equitable, and cost-effective programs.

The manager will supervise and mentor a team of HR professionals, promote a culture of innovation and continuous improvement, and ensure operational excellence. This role requires deep knowledge of public sector HR practices, employment laws (such as FMLA, ADA, COBRA, ACA, PWFA, etc.), and total rewards strategies including pay equity.

The manager will also oversee classification and compensation systems, conduct market and internal equity studies, manage vendor relationships, and represent the City at professional forums.


Minimum Qualifications:

  • Bachelor’s degree in human resources, public administration, business administration, or related field

  • At least 5 years of full-time professional experience in HR, compensation, benefits, or related fields

  • Minimum 3 years of supervisory or leadership experience


Preferred Qualifications:

  • Professional HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP, CEBS, CBP, CCP)

  • Experience administering self-funded medical plans or public sector benefits programs

  • Experience managing classification and compensation systems in government settings

  • Administrator-level experience with HRIS systems such as PeopleSoft, NeoGov

  • Experience managing a large annual budget
