You will serve as an Employee Relations Team Lead to employees within the Workforce Relations Division. You will be responsible for performing a range of coordination and supportive duties and responsibilities to include, but not limited to, providing direction and guidance to team members and customers that covers the full range of employee relations activity; serving as a coach and facilitator in coordinating team initiatives, ensuring organizational strategic plan, mission, vision and values are communicated; constructing strategies to implement broad scale personnel changes; evaluating the overall employee relations program for overall consistency, statutory adherence, efficiency, and effectiveness; developing and maintaining employee relations reference materials and related policies, procedures, and written instructions.

This office provides all operational service delivery and oversight to the Coast Guard's (CG) complex and dynamic labor relations, employee relations, performance management, rewards and recognition, and leave administration programs. The civilian personnel environment includes white- and blue-collar positions in a wide variety of pay plans, missions, and locations. The environment is further complicated by excepted service positions, numerous one-of-a-kind positions, and a dynamic CG with a high incident of change.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Developing case theory and guide case development for complex and potentially controversial matters having CG-wide impact.
  • Identifying and making recommendations to the Division Chief regarding best practices or significant process improvements and overseeing implementation and continuous evaluation of these changes.
  • Identifying employee relations training and guidance needs of HR Specialists and customers and preparing strategies for systematically upgrading and maintaining relevant skill levels.
  • Serving as a technical representative, management representative, or expert witness for the CG at third party hearings such as the Merit System Protection Board.
  • Performing the full range of Labor and Employee Relations Specialist functions for assigned detachments.
  • Providing briefings to internal office management or outside interests on program or procedural changes; providing input to the supervisor on related consequences of such change.
