Description:

Important duties include but are not limited to:

  • Plan, coordinate, organize and implement programs and projects designed to enhance the effective use of total resources in the operation of Quality of Life (N9) activities. Program elements include responsibility for administration and managerial functions of the CNIC N9 organization, financial management (APF & NAF), budgeting, analysis, procurement, facility management, internal controls, and extensive use of information management systems.
  • Management of the N9 interdisciplinary/integrated professional development programs such as internship, "stringer", and mentor programming efforts to include recruitment, training, coaching, placement, and other implementation support.
  • Conduct reviews of N9 programs worldwide, analyzing, assessing, and presenting CNIC and N9 Leadership with data and metrics for effective N9 program operations in attaining established goals, measures, and objectives as required.
  • Develop long range plans. Conduct specialized studies in such areas as the use of requirement and programming tools to meet current and future needs, manpower utilization, document control and controls allocation. Create and deliver white papers, reports, briefs, and other communications for executive level audiences within and external to the organization.
  • Advise the CNIC N9 Director and Deputy Director on the effective execution N9 programs, projects, and interdisciplinary efforts.
  • Assist N9 Program Managers and Regional N9 Leaders with goals, plans, budgets, POM initiatives, unfunded requirements, projects, and interdisciplinary efforts.
  • Serves as the N9 integration subject matter expert and advises the Director, Fleet and Family Readiness (N9), as well as CNIC, Fleet and Family Readiness Program Managers, Regional Commanders, Installation Commanding Officers and various N9 program administrators on the current and effective practices that should be employed regarding financial operation of N9 activities.
  • Represents CNIC and N9 and actively participates in meetings and discussions covering N9 programs and resources. Serve as CNIC N9 point of contact with representatives of various CNIC HQ codes, higher echelons within Navy, the Department of Defense, and civilian communities.
  • Designs and conducts management surveys and research projects, and/or studies; and provides advisory services of a wide variety of substantive issues with extensive scope and impact throughout the Navy FFR organization.
  • Performs other duties as assigned.
  • Must pass all applicable records and background check.
