Job Duties:
Subsurface Investigation
Evaluate contractor submitted site plans and reports detailing subservice investigations.
Review contractor soil borings or test pits for specified site locations.
Evaluate and report on Standard Penetration Tests (SPT) and soil and rock core samples that have been collected by the contractor.
Evaluate and report any concerns with groundwater levels collected by the contractor for specified site locations.
Laboratory Testing
Review and report on lab tests of collected samples, including soil classification, moisture content, and strength tests.
Geotechnical Report
Evaluate geotechnical reports prepared and provided by the contractor for each new tower location.
Ensure the contractor provides a summary of findings, boring logs, laboratory test results, and recommendations for each new tower foundation.
Evaluate the new tower designs and remediation plans for work needed to upgrade existing towers and their foundation to ensure all applicable codes and load requirements are met.
Utility Identification
Verify the contractor has requested and obtained utility locates through the state's One-Call system.
Verify the contractor has performed private utility locating services to identify any un-marked subsurface facilities.
Verify contractor plans designating the approximate horizontal location of all utilities using surface geophysical techniques.
Trenching and Excavation Plan
Evaluate the contractor's detailed trenching and excavation plan that includes minimum clearance requirements from existing utilities.
Ensure the contractor specifies excavation methods and safety protocols.
Tower Structural Code Compliance Review
Review contractor's structural analysis in accordance with all applicable codes, such as TIA-222-H, IBC, and ASCE standards.
Tower Structural Analysis Report
Review and confirm that a properly signed and sealed structural analysis report detailing the tower's design and capacity has been submitted.
Foundation Construction Inspection
Review and report on the foundation design submittals ensuring the necessary formwork, reinforcing steel, and concrete for the tower, shelter and generator foundations is documented.
Inspection and evaluation of concrete work may be necessary to ensure proper installation according to design drawings.
Slump Testing Evaluation
Evaluate and report on contractor slump test results and ensure results conform to project specifications.
Concrete Core Sampling and Evaluation
Inspect contractor concrete core samples from the cured foundation taken at specified intervals.
Evaluate contractor's report summarizing the core sample results and certifying the foundation's strength and report findings.
Site Preparation
Inspect and confirm contractor plans identify site clearing, grubbing, vegetation and debris removal has been properly identified in the design drawings and completed upon site inspection.
Inspect and confirm rough and fine grading of the site to achieve the correct elevation has been properly identified in the design drawings and completed upon site inspection.
Excavation and Backfill
Inspect and confirm excavation for the foundation and utility trenches according to the trenching plan has been properly identified in the design drawings and completed upon site inspection.
Inspect and confirm compact backfill material around the foundation and in trenches to prevent settlement has been completed by the contractor.
Erosion and Sediment Control
Inspect and confirm temporary erosion and sediment control measures as required by local regulations have been properly identified in the design drawings and completed upon site inspection.


Technical Requirements:
NYS licensed PE with experience in civil, structural and geotechnical engineering
Demonstrated experience in conducting and analyzing geotechnical investigations, including soil borings, lab testing, and bearing capacity calculations. This includes familiarity with the geotechnical requirements of the NYS Building Code.
Verifiable experience with subsurface utility engineering (SUE) and interpreting utility company records. The engineer should be experienced with trenching and excavation plans in accordance with safety regulations and best practices.
Verifiable experience in structural analysis and design of communication towers, including self-supporting, guyed, and monopole structures.
Practical experience in the design, inspection, and construction of concrete foundations, including familiarity with different foundation types used for communication towers.
Ability to conduct site observations during construction to ensure that the work is performed in substantial conformance with the approved plans.

Ability to review and assess project documents and deliverables for quality, accuracy, and completeness. This includes detailed inspection of code, requirements, and design specifications.
Willing and able to evaluate a project objectively and completely, reporting findings without bias.
Excellent written and oral communication skills necessary to prepare high-quality reports for both technical and non-technical stakeholders and to participate in project meetings.
Capacity to proactively identify project risks, analyze impacts, and recommend strategies for mitigation.
Ability to work collaboratively with both the client and the contractor(s) fostering a team-oriented approach.
High degree of meticulousness for reviewing documentation and other project artifacts.
