Proposal Manager

Description:

ITA International, a tech-enabled professional services company headquartered in Newport News, VA, is seeking a Proposal Manager to join its headquarters team. ITA operates globally with over 200 employees and specializes in data analytics, technology solutions, operations, training, engineering, nanotechnology, statistics, machine learning, and software engineering.

The Proposal Manager will be responsible for managing the end-to-end proposal development lifecycle in response to government and commercial solicitations, including SBIRs. This position requires strong organizational, writing, and leadership skills to coordinate cross-functional teams and deliver compelling, compliant, and competitive proposals.

Key Responsibilities include:

• Lead and execute the full proposal process for government and commercial contracts.

• Manage Shipley-based proposal lifecycle in alignment with corporate standards.

• Collaborate with technical, financial, and business development teams to gather and integrate proposal content.

• Write, edit, and refine proposal materials to ensure clarity, persuasiveness, and compliance.

• Develop and manage proposal schedules and deadlines.

• Implement quality assurance processes to ensure accuracy and adherence to requirements.

• Research solicitations, competitors, and industry trends to enhance proposal competitiveness.

• Partner with VP, Growth Support, to refine processes, tools, and best practices for continuous improvement.

Qualifications:

• Bachelor’s degree in Business, Communications, or related field.

• Minimum 5 years of experience in proposal management, preferably in government contracting.

• Strong writing, editing, and communication skills.

• Ability to manage multiple proposals under tight deadlines.

• Proficiency in Microsoft Office Suite.

• Knowledge of government contracting regulations (preferred).

Desired Experience:

• Experience responding to government solicitations, commercial contracts, and SBIRs.

• Proposal and technical writing experience in ITA’s target markets.

• Familiarity with GovWin IQ or similar research tools.

• APMP certification.
