LEO A DALY, a global leader in architecture, engineering, planning, and design, is seeking a Proposal Manager (Federal) to join its growing team in Palm Beach County, FL. As part of this legacy, the Proposal Manager will play a crucial role in leading the development of compelling and compliant proposals for federal clients, shaping the firm’s growth and visibility in the federal market sector.

The ideal candidate will be responsible for managing the full lifecycle of proposals—from strategic planning, content creation, and editing to production and delivery. This role requires a balance of creativity, organization, and leadership, ensuring every submittal communicates the firm’s strengths, vision, and ability to deliver innovative, sustainable solutions for federal clients.


Key Responsibilities

  • Proposal Management: Oversee and manage the complete proposal process, including responding to RFPs, RFIs, and RFQs for federal clients.

  • Federal Proposals: Lead development and production of SF330 proposals and related materials for federal pursuits, particularly within Federal Civilian agencies.

  • Collaboration & Coordination: Work closely with business development leads, project managers, architects, engineers, and senior leadership to develop high-quality submittals.

  • Content Development: Write and edit non-technical proposal sections, ensuring consistency with company branding and messaging.

  • Quality & Compliance: Conduct reviews to ensure accuracy, compliance with client requirements, and adherence to firm standards.

  • Scheduling & Tracking: Develop and maintain proposal schedules, outlines, win themes, and content assignments for internal and external contributors.

  • Graphic & Visual Support: Collaborate with design teams to create diagrams, tables, and visuals to enhance proposal readability and presentation.

  • Database & Documentation Management: Maintain and update project data, resumes, and graphics in company databases such as Open Asset and Deltek Vantagepoint CRM.

  • Mentorship & Leadership: Guide and mentor junior proposal staff, providing support and training in proposal development best practices.

  • Cross-functional Collaboration: Partner with the Federal Civilian Global Account Lead and Business Development team to identify new opportunities and support the firm’s marketing initiatives.


Required Education & Experience

  • Bachelor’s degree in Marketing, Journalism, Communications, or a related field (preferred but not required).

  • 5–10 years of proposal management experience within the A/E/C industry.

  • Strong understanding of capture planning, proposal management, and SF330 development for federal pursuits.

  • Experience using Adobe InDesign preferred.


Skills & Competencies

  • Excellent written and verbal communication skills with keen attention to detail.

  • Strong organizational, problem-solving, and project management skills.

  • Ability to manage multiple proposals and meet tight deadlines.

  • Proficiency in Adobe Creative Suite, Microsoft Office 365, Deltek Vision/Vantagepoint, SharePoint, and Bluebeam Revu.

  • Strong understanding of branding, messaging, and storytelling within proposal documents.

  • Ability to mentor junior team members and foster a collaborative team environment.

  • Membership or certification with SMPS or APMP preferred (not required).
