Description:

The State of Connecticut's Department of Energy and Environmental Protection (DEEP) is seeking a Pumpout Facility Inspector to join its Boating Division as part of the Clean Vessel Act (CVA) Program. This seasonal role is crucial in maintaining and improving water quality by managing pumpout facilities and assisting marine locations across Connecticut in handling and upgrading vital infrastructure. The program annually removes over 1 million gallons of concentrated vessel sewage, helping to keep the state's waterways clean, safe, and healthy for recreational use.

As a Pumpout Facility Inspector, you will be responsible for conducting inspections of all existing and proposed pumpout facilities and vessels, collecting and entering inspection data, ensuring facilities operate efficiently, and supporting the Clean Vessel Act grant process. You will also operate the pumpout facility at DEEP’s Marine Headquarters in Old Lyme and may assist with operating the pumpout boat.


Key Responsibilities:

  • Inspect existing and proposed pumpout facilities and vessels across Connecticut.

  • Enter inspection results and related data into the Clean Vessel Act database.

  • Identify and report suboptimal conditions at pumpout facilities.

  • Operate the pumpout facility at DEEP's Marine Headquarters in Old Lyme.

  • Assist with grant solicitations, application reviews, and federal grant preparation for the Clean Vessel Act Program.

  • Potentially operate DEEP’s pumpout boat as required.

  • Perform light duties and other tasks as assigned.


Required Knowledge, Skills, and Abilities:

  • Ability to follow instructions effectively.

  • Basic proficiency in Microsoft Access, Excel, and general word processing software.

  • Strong communication and interpersonal skills to engage with the boating community.

  • Understanding of recreational boating and marina operations is highly desired.

  • Basic boat handling skills are preferred.


Special Requirements:

  • May require a valid motor vehicle operator’s license.

  • May require Emergency Medical Technician (EMT) certification or Basic First Aid certification for specific positions.

  • Must possess and maintain adequate physical strength and stamina to perform job duties.

  • Seasonal availability from April through October, working Saturday through Wednesday (35 hours per week).


Physical Requirements:

  • Ability to handle physical demands of operating pumpout facilities and potential water-related tasks.

  • For lifeguard-related duties (if assigned), American Red Cross (ARC) Lifeguarding Certification or equivalent may be required.
