Description:
The Risk Management and Compliance (R&C) function at Country Office level provides risk and compliance services to:
- Facilitate the implementation of risk management mandatory activities and the use of R&C systems and tools in the CO
- Enable the office’s management to identify and respond to high-risk issues, especially those arising from cross functional aspects like corruption, data protection or COTER/sanctions
- Provide assurance to CO management on the effectiveness of internal controls prioritised by the CO to address high risks (CO specific key controls)
- Train and raise awareness among CO staff on existing or new high-risk cross functional issues (e.g. Data Protection, COTER/Sanctions, Safeguarding, Anti-Corruption, SSD)
The R&C technical officer supports the R&C team and the R&C Manager in delivering the above-mentioned objectives, through planning and delivering assigned risk and compliance services for the CO management and staff.
Responsibilities
Generic Responsibilities:
- Risk management advisory: Prepare reports for the R&C Manager on the status of risks in the CO and the effectiveness of efforts to address key risks including the status of compliance with internal controls prioritised by the CO to address high risks (CO specific key controls), when needed.
- Risk Management Technical support:
- Support the R&C Manager in identifying controls related to high-risk issues in the country operation (CO Specific key controls).
- Respond to staff queries on compliance and risk-related matters and escalate complex issues to the R&C manager/coordinator.
- Support risk owners and function leaders with updating the information on recommendations in the recommendation tracking app.
- Compliance oversight and support:
- Plan and implement compliance verification routines (e.g., spot-checks) on the implementation of CO specific key controls and of high-risk recommendations from audits.
- Support CO compliance with external regulations by assisting with first-level contract reviews, tracking regulatory changes in the local context, supporting functional teams in applying requirements, and providing operational and administrative support for monitoring and reporting.
- Learning and Knowledge: Implement training and awareness raising sessions for staff on R&C related topics i.e. risk management, compliance, anti-corruption and data protection.
- Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the R&C function policies and procedures
Specific Responsibilities:
- Perform online and on-site trainings and awareness raising sessions for staff on R&C related topics i.e. anti-corruption, SSD, COTER, Safeguarding and data protection.
- Design and share awareness-raising material with the NRC Palestine staff, including presentations, capsules, flyers, etc.
- Implement regular spot-checking in high-risk procedures and units such as SSD, COTER, data protection, finance, procurement, HR and partnerships.
- Prepare comprehensive reports for the R&C Manager regarding issues found during spot-checking, including proposed recommendations or mitigation measures to be discussed with management.
- Support the R&C Coordinator with the coordination of external audit/spot-checking response when needed.
- Participate in PMC meeting for low/moderate risk projects at AO level.
- Give ad-hoc support regarding anti-corruption issues when requested by the R&C Manager.
- Support the R&C Manager in the development of frameworks for R&C issues (Data Protection, COTER/Sanctions, Safeguarding, Anti-Corruption, SSD)
- Any other tasks as delegated by the R&C Manager or the R&C Coordinator.
Qualifications
- 2 years of relevant experience from working in the R&C function or 3 years of relevant experience from working in the humanitarian sector within auditing, monitoring and evaluation or support functions (logistics, finance, HR, HAS).
- Documented results related to the position’s responsibilities.
- University degree or certification in risk management, compliance, internal audit, law or another relevant field is an asset
- Fluency in English, both written and verbal.
- Knowledge of the local regulatory context applicable for INGOs.
- Fluency in local language, both written and verbal.
- Capacity to travel around the West Bank field offices.
