Description:
HII’s Mission Technologies division, specifically the All-Domain Operations (ADO) group, is seeking a full-time On-Site Operations Lead (Intelligence Analyst 5) to support the Division of Strategic Information (DSI) within the U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services (CMS) under the Decisive Mission Actions and Technology Services (DMATS) task order. This role is based in Woodlawn, Maryland, and may require up to 10% travel.
The On-Site Operations Lead will provide leadership and oversight across four critical lines of effort: Insider Threat (InTh), Supply Chain Risk Management (SCRM), Committee on Foreign Investment in the U.S. (CFIUS), and Defensive Counterintelligence (DCI). The position involves managing contractor personnel, ensuring alignment with customer goals, and serving as the primary interface with CMS leadership.
Key Responsibilities:
Lead and manage on-site operations across all four lines of effort, reporting directly to the Project Manager (TDL Lead).
Provide direction, administration, and oversight of contractor personnel and program execution.
Implement a training and awareness plan consistent with industry best practices for InTh, SCRM, CFIUS, and DCI.
Oversee development of outreach, marketing, and branding strategies for CMS security programs.
Conduct monitoring of outreach effectiveness through surveys, tailored engagement, and employee feedback.
Support CMS workshops, conferences, and risk assessments related to FOSS, COTS, and GOTS software.
Lead defensive counterintelligence and insider threat analyses to maintain situational awareness of cyber and intelligence threats.
Assess supply chain risks and deliver all-source analysis to inform decision-making and establish risk thresholds.
Expand and maintain threat analysis capabilities, CMS maturity models, and technical knowledge repositories.
Collaborate with technical teams and serve as the main liaison with CMS and HII leadership.
Qualifications Required:
Extensive leadership experience managing large organizations.
Strong expertise in analyzing threat data and presenting solutions to complex security challenges.
Active TS/SCI Security Clearance.
Preferred Qualifications:
Prior senior military leadership.
Proficiency with Microsoft Suite products.
Familiarity with AI tools and CMS environments.
Experience in counterintelligence, insider threat programs, or supply chain risk management.
Physical Requirements:
May involve office, shipboard, or laboratory environments.
Ability to climb ladders, tolerate confined spaces, and work in varied temperature conditions.
Compensation and Benefits:
Monthly salary range: 10216 – 14166 USD, depending on qualifications and experience.
