Description:

The Missouri Public Service Commission (PSC) is seeking a Senior Professional Engineer IA070925 to join its Water, Sewer, Gas, and Steam Department. This role involves reviewing, evaluating, and monitoring engineering reports, tariff filings, rate design proposals, and plant additions submitted by regulated utility companies to ensure compliance with Commission rules and provide Missourians with safe, reliable, and affordable utility services.

The Senior Professional Engineer will serve as a Case Manager for rate cases, coordinate technical aspects with utility companies, review legislative proposals, and act as an expert witness when required. The position also involves providing recommendations to utilities, performing inspections, and ensuring that all environmental, water, wastewater, and natural gas standards are met.

This position offers occasional in-state and out-of-state travel opportunities and the potential for flexible scheduling and telecommuting options.


Key Responsibilities:

  • Review and evaluate complex engineering reports for water, wastewater, and natural gas utilities.

  • Assess the prudency of completed upgrades and environmental improvements.

  • Devise methodologies and establish criteria for engineering studies.

  • Collaborate with consulting engineers on plans for upgrades or complex problem resolutions.

  • Act as Case Manager in rate cases, negotiating with utility representatives and providing expert testimony.

  • Review legislative proposals, participate in rule makings, and monitor new environmental regulations.

  • Conduct inspections of company facilities and operations for regulatory compliance.


Qualifications:

  • Bachelor’s degree in Engineering from an ABET-accredited institution.

  • Minimum 6 years of engineering experience (2 years in a regulatory, compliance, or utility environment preferred).

  • Professional Engineer (PE) license in Missouri required.

  • Knowledge of drinking water, wastewater, or natural gas environmental regulations is a plus.

  • Proficiency in Microsoft Office and strong personal computer skills required.

  • Ability to work both independently and in a team environment.

  • Strong initiative and work ethic.

  • Graduate studies in relevant fields may substitute for experience on a year-for-year basis.
