Software Engineer

US Tech Solutions is actively seeking a skilled IBM Curam Software Engineer for a major technical initiative with the State of South Carolina. This contract-based hybrid role is ideal for a highly experienced professional with deep knowledge of Curam’s HCR and CGIS products, strong software engineering capabilities, and proficiency in Java/J2EE, Python, NodeJS, ReactJS/Angular, and cloud services (AWS).

The selected candidate will support the Eligibility and Enrollment Member Management Project, working alongside state personnel and industry consultants. This is a dynamic environment requiring independent problem-solvers with strong technical and analytical skills. The engineer will contribute throughout the design, development, and implementation (DDI) lifecycle and assist in enhancing project delivery by building, testing, and maintaining scalable technical solutions.

Key Responsibilities:

• Design and prepare Technical Design Documents (TDDs) based on functional requirements

• Develop and unit-test software components and APIs in compliance with project coding standards

• Conduct data mapping and gap analysis to validate functional fit

• Work closely with technical leads to analyze technical issues and develop proofs of concept

• Leverage Curam framework to:

  • Build new functionalities

  • Address and resolve defects

  • Meet evolving business requirements

• Provide technical and analytical guidance to team members and vendors

• Advise on best practices, technical approaches, and solution alternatives

• Participate in code profiling, performance tuning, and troubleshooting of Curam-based systems

• Collaborate with QA managers and vendors to ensure timely, quality deliverables

• Communicate clearly in both technical and non-technical terms across all stakeholder groups

• Contribute to status reporting and risk/issue communication

Required Qualifications:

• Bachelor’s degree in Computer Science, Engineering, or related field

• 4+ years of experience with IBM Curam framework (must include HCR and CGIS modules)

• Curam Certification

• In-depth knowledge of Curam OOTB modules:

  • Workflow

  • Tasks

  • CER rules

  • Evidence frameworks (static and dynamic)

  • IEG

  • Web services

• Advanced SQL expertise

• Experience with:

  • Python OR NodeJS, and ReactJS/Angular

  • JSON data exchange

  • AWS cloud services

• Prior experience with agile, scrum, and waterfall methodologies

• Strong communication skills and the ability to document complex technical solutions

• High level of problem-solving and collaboration skills

Preferred Skills:

• Familiarity with healthcare insurance systems

• Medicaid Management Information Systems (MMIS) background

• Experience using Django or FastAPI (Python web frameworks)

Required Certifications:

• IBM Curam Certification is mandatory
