Sr. Project Manager

The Sr. Project Manager is a highly skilled role requiring substantial experience in managing complex IT projects. As the Sr. Project Manager, the individual will take on the responsibility of planning, budgeting, overseeing, and documenting all aspects of designated projects within the Performance Management & Analytics System (PMAS) team, which is a part of the Health and Human Services System’s IT domain.

This position is essential for the coordination of multiple projects under the Office of Chief Data Architect. The focus will be on expanding competencies in Data Integration under DIR’s Texas Data Management Framework. The Sr. Project Manager will be directly responsible for managing resource allocations, work plans, and schedules for several initiatives within the PMAS team.

Key responsibilities of the Sr. Project Manager include:

• Collaborating effectively with the Office of the Chief Data Architect and the Office of Data Analytics & Performance on initiatives related to PMAS Cloud Analytics for Access & Eligibility Services Reporting.

• Ensuring the development and publication of project management documents and deliverables in compliance with the DIR Project Delivery Framework directives.

• Overseeing the creation of Requests for Proposals (RFPs) to define services and deliverables for vendors designing and implementing data management solutions.

• Coordinating the obtainment of matching federal funds through federally approved IAPD(s).

• Managing all aspects of the project, including resource allocation, timelines, and stakeholder coordination.

• Ensuring constant communication and collaboration with the Office of Data Analytics & Reporting to maintain a blended partnership with IT.

• Establishing a strategic roadmap in coordination with TSS vendors and various divisions of HHS and federal stakeholders.

• Conducting procurement exercises as needed to acquire vendor services or outsource efforts.

• Coordinating risk identification and resolution with project leadership.
