Duties
Ensures that threat articles to be used as part of assigned test events are sufficiently representative of actual threat devices.
Provides independent evaluations in support of studies, demonstrations, training enablers, and material and non-material solutions as they advance through the acquisition process. Assesses customer concepts, performance outcomes, and technical parameters; develops or refines required measures of performance and other specifications; determines at what event(s) they will be measured, how, and to what end.
Assesses the effectiveness and impact of these activities through methods of data collection, analysis, and reporting that are consistent with generally accepted standards for evaluation and performance in a Rapid Acquisition (RA) environment. Analyzes problems and difficulties encountered in program implementation and provides guidance to other elements of the organization, other government agencies, and outside contractors or consultants to assist in initiating and expediting appropriate analysis and implementation to the requirements or acquisitions processes.
Assesses collected threat intelligence information to understand each threat's pathway to use, its performance parameters, and the characteristics of threat materials, devices, and delivery systems. Translates threat intelligence into specific attributes that must be replicated for test activity to credibly achieve test objectives.
Conducts and oversees research of actual and surrogate threat devices to understand the relevant performance parameters of each device; decides what threat device (or combination of threat devices), and/or which counter-threat solution parameters or attributes, are best suited for the specific test event. Determines relevant tactics, techniques, and procedures (TTPs) for use of the threat device in the test event. When required, oversees the development, creation, and operation of the threat device during the test event.
Collects and analyzes relevant data through document reviews, surveys, observation of test events, test reports, and other methodologies. Evaluates technical and functional approaches to collecting data on system activities, measures of effectiveness (MOEs), outputs, and outcomes. Visits activities and contractors to assure that methods being employed for developing data, monitoring performance, and evaluating project capabilities will produce meaningful data that can be furnished in a timely and efficient manner in order to facilitate performance-based decision-making.
Designs, conducts, and reports on program performance and/or evaluation studies. Analyzes actual versus required capabilities, and all interrelated and interdependent steps and processes according to the relevant program requirements. Determines alternative courses of action and recommends changes to improve outcomes and impacts based on trade-offs in performance and technical requirements. Recommends adjustment of the project plan to accommodate critical intelligence or operational changes in order to achieve technical MOEs relevant for tactical, operational, and/or strategic use.
Develops and reports on key evaluation findings, conclusions, and recommendations. Identifies key issues related to achieving improvements in intended effects and recommends further efforts for obtaining measurable and/or observable outcomes. Consults with senior stakeholders of the program or project under evaluation and assists in the dissemination of results and findings in order to improve the effort's effectiveness. Advises on and develops testing procedures and/or programs for new technologies, methods, approaches, and guides; provides expertise and advice on program performance covering a broad range of engineering or scientific programs.

This position requires travel away from duty station CONUS and OCONUS 10% annually. Must be able to obtain and maintain a valid passport.

In accordance with AR-600-85, this is a drug testing designated position. The incumbent is required to pass a pre-employment drug test prior to being appointed and submit to random drug testing for the duration of employment.
This is an Acquisition Workforce position in the Test and Evaluation functional area. The incumbent will be required to become certified in the Foundational tier within 3 years.
The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years
