Appropriations Management Finance Manager

CornerStone Professional Placement is seeking an Appropriations Management Finance Manager for a higher education institution in Texas. We are looking for a strong leader to manage a team of four, focusing on reconciliations, expenditure liability, and process improvement initiatives. This division collaborates extensively with central offices—including payroll, budget, and payment services—and works directly with the Texas State Comptroller’s Office and the assigned Appropriation Control Officer. The busy season is fast approaching!

Responsibilities:

• Oversee and coordinate appropriation accounting activities.

• Ensure compliance with state financial regulations and policies.

• Lead process improvement initiatives to enhance financial operations.

• Manage reconciliations between the university’s accounting system and the state’s accounting system.

• Collaborate with various departments to ensure accurate fund and appropriation management.

Requirements:

• Bachelor’s degree in a related field and 5+ years of experience in appropriations.

• Experience with Banner Products, including Banner Finance Ledger and Ellucian Banner.

• Proficiency in Advanced Cognos reporting tools.

• Skilled in Adobe.

• Preferably experienced in Power BI.
