Description:

Duties

  • Responsible for applying professional engineering knowledge, theories and techniques in the fields of mechanical, electrical and civil engineering.
  • Directs, supervises and oversees DPW's Utilities and Energy Branch staff at the USAG Presidio of Monterey.
  • Plans, develops and coordinates implementation of the energy management and conservation programs.
  • Interprets and implements policy and regulations, congressional acts, local, state and federal regulations and statues in managing the US Army Garrison Presidio of Monterey energy conservation program.
  • Directs and analyzes energy data and conducts surveys, audits and special studies to optimize program efficiencies.
  • Provides technical advice, guidance and operational assistance as necessary.
  • Prepares reports and provides briefings for activity supervisors, commanders and higher headquarters on progress/ status of the energy management programs in meeting Presidential and Congressional directed goals.
  • Develops briefings and maintains management information data/charts for command review.
  • Briefs command group and higher headquarters representatives on the energy and water conservation and utilities programs.
  • Performs technical supervision on energy data collection.
  • Analyzes data on building and utility systems to determine design improvements for energy conservation.
  • Reviews installation support agreements ISA and implements all energy, water and utility program requirements for tenant organizations as per Dept of the army policy.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Selectee will be required to submit a Financial Disclosure Statement, (OGE-450) upon entering the position and annually.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Position requires selectee to obtain and maintain a SECRET Clearance for the duration of employment.
  • Position requires incumbent to obtain and maintain a Contracting Officer Representative certification throughout the duration of employment.

Basic Requirement General Engineer
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
