Description:
The Senior Operations Analyst supports the planning, implementation, monitoring, and optimization of LAVTA’s Intelligent Transportation Systems (ITS), onboard technologies/systems, and internal IT platforms. The role provides advanced analytical, technical, and project management support to ensure efficient fixed route operations, reliable real-time information, and resilient internal systems for administrative and contractor staff. Work requires a high level of technical expertise, independence, and judgment in resolving software, hardware, and operational technology issues.
- Distinguishing Characteristics
The Senior Operations Analyst performs complex technical ITS functions, manages agencywide technology initiatives, maintains current IT/ITS systems, leads new system implementations, conducts high level data analysis, and oversees vendor performance. Compared to the Operations Analyst, the Senior level functions with greater independence, broader project responsibility, and deeper subject matter expertise in transit technology systems.
- Essential Functions
- Oversee the configuration, maintenance, accuracy, and performance of LAVTA’s Intelligent Transportation Systems (ITS) and real-time data services.
- Ensures reliable functionality of onboard and on-street technology, including CAD/AVL, headsigns, annunciators, and passenger information systems.
- Leads technology procurement, implementation, testing, and vendor management for all IT and ITS systems.
- Conducts analytical evaluations of service performance, reliability, safety, and technology-driven metrics, producing recommendations for improvements.
- Manages the agency’s real-time GTFS feed, ensuring accuracy, updates, implementation of best practices, and coordinated integration with vendors and public-facing applications.
- Develops and maintains cybersecurity protocols, backup systems, disaster recovery plans, and network performance benchmarks.
- Support fixed-route operations with analytical reporting, KPIs, system performance analysis, and operational improvements.
- Examples of Duties
- Install, configure, and maintain hardware and software for transit ITS applications, including Vontas OnRoute, Trapeze FX, TransTrack, Camera Systems, APCs, and Swiftly.
- Troubleshoot computer systems, servers, communication systems, on-street and onboard equipment.
- Conduct daily performance checks, field surveys, stop updates, system diagnostics, and analysis of ITS-related reports and trends.
- Manage testing plans, implementation schedules, upgrades, and patches for agencywide systems.
- Prepare technical scopes of work, support RFP development, and oversee contract execution and vendor compliance.
- Provide IT support for Board and Committee meetings and present IT related agenda items as assigned.
- Maintain all configuration documentation and ensure data accuracy across ITS platforms.
- Support fixed-route operations with KPI development, performance analytics, reporting, and recommendations for service or technology enhancement.
- Perform special projects involving software, technology, funding applications, and technical proposals.
- Assist with procurements related to new vehicles, equipment, or technology upgrades.
- Conduct route and stop surveys, including stop additions and removals, to ensure real-time data and mapping accuracy.
- Monitor daily performance metrics across ITS platforms, identifying issues, trends, and required adjustments.
- Support operational improvements through analytical reporting, KPI development, performance dashboards, and data visualizations.
- Participate in special projects related to transit technology, service reliability, and funding applications.
- Minimum Qualifications
6.1 Preferred Education Education: Bachelor’s degree in Information Technology, Computer Science, or a related field.
Equivalency: Additional directly related professional experience may substitute for the preferred education on a year‑for‑year basis.
6.2 Required Experience Years: 3 to 5 years
Type: Experience with ITS, IT systems, system troubleshooting, data analytics, network fundamentals, or related transit technology.
Lead/Supervisory: Not required.
6.3 Licenses, Certifications, And Other Requirements
- Microsoft MCSE or MCDBA certification desirable.
- Valid California driver’s license (if required for fieldwork).
- Ability to pass background checks.
- Background in cybersecurity or system security planning.
- Experience supporting transit operations or public-sector technology deployments.
6.4 Special Conditions
- Occasional early morning, late-night work, and/or occasional weekend based on operational needs.
- Hybrid eligibility: One telework day per week after successful probation period.
- Not a safety sensitive position.
