Description:

The State of Utah – Department of Health and Human Services (DHHS) is seeking an experienced and detail-oriented Senior Project Manager (SPM) to lead and manage complex Medicaid-related IT system projects. This critical role involves overseeing multiple initiatives simultaneously, ensuring they are delivered on time, within scope, and compliant with both State and Federal regulations.

As a Senior Project Manager, you will serve as the primary liaison between the Division of Technology Services (DTS), business partners, and contractors, driving collaboration across multidisciplinary teams. You will manage the full project lifecycle—from initial planning and budgeting through execution, implementation, and certification—while ensuring transparency, quality, and adherence to all regulatory requirements.

Key Responsibilities:

  • Manage multiple large-scale Medicaid and IT systems projects concurrently, ensuring successful delivery of outcomes.

  • Oversee project planning, budgeting, scheduling, documentation, and performance tracking.

  • Act as the primary point of contact for the Division of Technology Services, contractors, and business stakeholders.

  • Develop and review Advanced Planning Documents (APDs) and assist in contract creation and management.

  • Ensure compliance with State and Federal procedures, including CMS certification and regulatory standards.

  • Monitor project risks and develop mitigation strategies to maintain timely progress and quality outcomes.

  • Utilize project management software to track milestones, deliverables, and performance metrics.

  • Support alignment between healthcare systems, Medicaid programs, and IT infrastructure.

  • Apply PMBOK and Agile methodologies for efficient and adaptive project execution.


Educational Requirements:

  • Required: Bachelor’s degree in Business Administration, Information Systems, Healthcare Administration, or a related field.

  • Preferred: Master’s degree in a relevant discipline.


Certifications and Preferred Qualifications:

  • Highly Desired: Project Management Institute (PMI) Project Management Professional (PMP) certification.

  • Minimum 5 years of IT Systems project management experience in the healthcare sector.

  • Experience with Medicaid project management, managed care systems, and CMS regulatory projects.

  • Proficiency with project scheduling tools, Jira, ServiceNow, and AWS Cloud Services.

  • Familiarity with Microsoft Visio, SharePoint, Office Suite, and Google Workspace.

  • Knowledge of PMBOK and Agile Scrum frameworks.

  • Experience with CMS Interoperability and Prior Authorization Final Rule (CMS-0057-F) is a strong advantage.
