Torch Technologies has an exciting opportunity for a Systems Engineer, Senior located in Kettering, Ohio (Dayton/WPAFB area) to support our EPASS GB contract. As part of the AFLCMC/GB Business and Enterprise Systems Directorate (BES), the MRO Maintenance Financials (MMF) adds financial capabilities to the new MRO Logistics Transformation program. MMF becomes part of the existing Business Acquisition Category (BCAT) I or a high-value BCAT II MRO program but is independently funded from HQ AFMC/FM. MRO will provide Air Force Material Command (AFMC) and the Air Force Sustainment Center (AFSC) with an integrated capability for planning, scheduling, and executing organic Depot Maintenance to support agile planning, optimized workload assignment and resource allocation, and integrated quality control. Maintenance Financials adds complementary financial capabilities that will become the foundation for the end-state vision of financial management activities as it relates to the Air Force Working Capital Fund (AFWCF). MRO Maintenance Financials requires support to develop, coordinate, staff, and execute the full range of acquisition documentation, and other artifacts and exhibits to meet statutory and regulatory requirements and mandates for BCAT compliance of Business Systems. The MMF RDT&E efforts are focused on modernizing and transforming the Air Force Depot capability and providing FIAR/FISCAM financial compliance.
As a Systems Engineer, Senior your duties will include the following but are not limited to:
- Perform work that applies a broad theoretical and practical knowledge of Agile system engineering to the acquisition process.
- Identify, describe, and apply emerging IT acquisition strategies, best practices, IT-related performance measures and quality management in support of acquisition planning, information assurance/cybersecurity, test and evaluation processes, verification and validation processes, and/or, fielding and sustaining of lT/software systems;
- Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and
- Design/perform system level tests to assure that subsystems and system performance is achieved in accordance with approved specifications;
- Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design and test results to assure that subsystem and system performance is achieved in accordance with program specifications;
- Prepare technical documentation which defines, specifies, and recommends system/subsystem characteristics;
- Prepare management reports and conducts technical presentations for planning, implementation and corrective action using application of engineering principles;
- Perform validation of software systems including development of analyses/evaluation criteria and procedures, analyses/evaluation of results, and related recommendations;
- Provide Agile and Digital system/program engineering, technical support and technical training to support programs/initiatives including, but not limited to, acquisition, development, integration, sustainment, continued evolution, deployment/fielding and installation, and operations oversight;
- Provide engineering support services and inputs to program and project risk management activities in compliance with AF Systems Engineering Assessment Model (SEAM) processes; and,
- Perform all (system) engineering according to applicable DoW, AF, AFMC directives, instructions, and manuals, to include, but not be limited to, AFI 63-101, AFMAN 63-144, AFMCI 63-1202, AFMAN 63-128, AF/ 99-103 - and their updates, successors (as happens over time).
