Duties

As a Multimedia Graphics Specialist (Russian), you will be responsible for duties to include, but are not limited to:

  • Conceptualizes, develops and creates a diverse array of 2D & 3D design and animation deliverables such as full broadcast packages, lower thirds, title screens, logo intros, explainer videos and other visuals across desktop, mobile and broadcast platforms.
  • Partners with digital and analytics teams to learn performance insights and iterate new concepts to reach and engage the target audience.
  • Uses fine art skills (i.e. principles of lighting, color, and composition) and expert knowledge of Adobe Creative Suite, Cinema 4D, and other 3D contemporary software applications to create advanced designs and animations.
  • Films for various news and long -form features with the highest ethical, aesthetic and technical standards using the latest technology.

Qualifications

Screen out factor: Applicants must have fluency in both English and Russian languages that enables them to speak, read, write, report, and translate in both languages. This language screen out factor MUST be listed in your resume to receive consideration.

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-11 or comparable pay band in the Federal service or equivalent experience in the private or public sectors. Specialized Experience is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Following examples of specialized experience are required for this position:

  • Experience with visual reporting or visual content creation in English and Russian languages;
  • Expert knowledge of all phases of a life cycle of animated graphics package from the design concept to the completion of all requested graphic elements for distribution across TV and digital platforms;
  • Hands-on experience in visual journalism, data visualization, and designing and producing graphics utilizing a wide variety of hardware and software solutions;
  • Broad experience in filming various news and long-form features with the highest ethical, aesthetic, and technical standards using the latest technology;
  • Experience editing original video footage and adds effects and elements, including sound, to enhance motion graphics for a variety of touchpoints; including TV screens, mobile phones, desktop websites or social media.

Education

Education is not required for this grade level. It cannot be used for qualification purposes.
