PayPal, a global leader in financial technology, is seeking a Technical Portfolio Manager within their Technology PMO team. The role involves strategic oversight and management of technology investments, ensuring alignment with business objectives and efficient use of resources across various projects. This includes collaborating with cross-functional teams to handle resource allocation, demand management, financial oversight, and dependency management. You will be a key player in ensuring the effective execution of PayPal’s technology portfolio and driving operational excellence.

Key Responsibilities:

• Resource Management: Oversee the allocation and planning of resources across the portfolio, ensuring efficient use of personnel and financial resources.

• Portfolio-Level Dependency Management: Provide portfolio-level reporting, monitor risks, issues, and dependencies, and ensure timely escalation of critical matters.

• Collaboration with Operations Teams: Partner with Operations to provide transparent reporting and insights on portfolio performance.

• Demand Management and Prioritization: Guide stakeholders through the demand management process and help prioritize projects based on strategic value and resource availability.

• Financial and Vendor Management: Work with Finance and Vendor Management teams to monitor portfolio investment performance, ensuring adherence to budgets and contractual obligations.

Required Qualifications:

• Education: Bachelor’s degree in Business Administration, Information Technology, or related field (Master’s preferred).

• Experience: At least 7 years in program/portfolio management, with a focus on technology investments, resource planning, demand management, and financial oversight.

• Skills: Advanced understanding of portfolio management principles and tools, strong analytical skills, proficiency in project management software (Jira, Confluence, Excel), and excellent communication skills.

• Certifications: Portfolio Management Professional (PfMP) or Project Management Professional (PMP), Agile certifications (SAFe, Scrum Master, or equivalent) are preferred.
